First Stay at Mercure

Overall, I was satisfied, but the smell of cigarettes entered the room even though all rooms are supposed to be non-smoking, which was unpleasant. When I informed the front desk upon departure, they said, "Someone must have smoked somewhere." Is this response appropriate for guests who reserved a non-smoking hotel? It left me feeling a bit disappointed in the end.
