Disappointment with breakfast

The hotel has a sense of history, but it is well-maintained and clean, which I think is good. The room was spacious and comfortable. One issue was the breakfast (I'm not sure about the price, but there's a 1400 yen difference with or without breakfast, so I assume it's a 1400 yen breakfast). Breakfast is served until 9:30. I entered at 8:40. Almost everything was gone already & no replenishment. I won't write specifics because it would remind me, but it was surprising for a hotel with a paid breakfast, not a free one. Is this a hotel that provides in-flight meals...? Very disappointing. It was an unexpected start to the day.
