It was in 1929 (Showa 4) when the first president of Nagano Electric Railway, Tohei Kozu, met Lieutenant Helseth from Norway. Kusatsu Hotel was established during the Taisho era as a Western-style "Hotel." During the Meiji period, Dr. Bertz, a German medical scientist, praised Kusatsu Onsen, attracting many foreign visitors to Kusatsu.
