Kobuntei was constructed within Kairakuen Garden by Tokugawa Nariaki, the 9th feudal lord of the Mito Domain, as a scenic retreat of Mito Castle. Tokiwa-tei M-GARDEN was designed with the thought, "What would the 9th feudal lord Nariaki create if he were alive today?"
